Bootstrap OpenAPI contract for service-core-api. Replace with generated Swagger once the service exposes it.

Send X-Request-Id for a single HTTP attempt and X-Correlation-Id for the full actor flow. Core echoes both headers and propagates them through registration sagas, Fineract/payment operations, and downstream services.
